Purpose

This report creates an XML file for collecting the basic data for hospitals according to the statistical regulatory requirements for hospitals with the record types 3, 4, and 5 (KHStatV S3, S4, S5) as of the reporting year 2018.

You can then use the portal eSTATISTIK.core (https://core.estatistik.de/core/) to transfer the XML file to the Federal or State Office of Statistics. For the delivery agreement for data deliveries in the XML format DatML/RAW of the Federal Office of Statistics and for structuring the file, see online at https://erhebungsdatenbank.estatistik.de, with EVAS collection number 23111 (basic data of hospitals).

According to the regulations on the Federal Statistics for Hospitals (KHStatV), hospitals are obliged to send a survey of the number of employees up to April 1 of the year following the reporting year differentiated by medical and non-medical personnel to the responsible State Office of Statistics. Unless otherwise stated, all details refer to the survey key date December 31 of the reporting year.

In addition to the personnel employed on the key date December 31, the number of employees converted to full pay scale working time during the reporting year must also be specified. The conversion is based on part-time employees and employees who were not working for the full period.

Overtime and on-call services are not included in the calculation.

Integration

Prerequisites

Required Customizing

For the Customizing required for the hospital statistics, see Customizing, under Payroll: Germany -> Industries -> Public Sector -> Public Sector Statistics -> Hospital Statistics.

When using the report, not the Customizing activities it contains and read the overview section on assigning statistics characteristics (Overview - Assignment of Statistics Characteristics).

It is also possible to assign the statistics data via the infotype Public Sector Germany Statistics (0271) rather than via Customizing, or to override the Customizing in this infotype.

Customer-Specific Adjustments

  • Required: Create an implementation for the BAdI HRPAYDE_KHSTAT_B_MODIFY_SA5 to include the full-time staff values of temporary workers in the statistics in record type 5, or to map interdisciplinary organizational units.
  • Optional: If you are still using the old statistics indicator in your exception indicator, you need to switch to the new fields to be reported. The BAdI HRPAYDE_KHSTAT_B_STAKEY, including an SAP fallback implementation, is available for this.
  • Optional: If you want to determine statistical data by means other than directly using the Public Sector Germany Statistics (0271) infotype or the Customizing provided by SAP, implement BAdI HRPAYDE_KHSTAT_B_STATMERKMALE.

The report collects the required data of all personnel cases relevant for the statistics and generates an XML file per hospital.

A personnel case is relevant when it was active on at least one day within the reporting period and, if infotype 0271 exists, it was not excluded by the logging flag of this infotype.

The following infotypes are read for the evaluation of personnel cases:

  • Actions (0000)
  • Organizational Assignment (0001), including additional view (0231)
  • Personal Data (0002)
  • Planned Working Time (0007)
  • Basic Pay (0008), including Additional View (0230)
  • Social Insurance Germany (0013)
  • Public Sector Statistics (0271)
  • Semiretirement (0521)
  • Absences (2001)

For the personnel case, depending on the profession, one of the person-related record types 3 (medical personnel) or 4 (non-medical personnel) is formed for the key date December 31 of the respective reporting year. Subsequently, the full-time staff values for the entire reporting period that are relevant for record type 5 are calculated for the personnel case and summed up in the associated hospitals.

Selection

Further settings can be made in addition to the Personnel Number selection parameter.

You can specify where the XML files are stored in the group box Platform:

  • Application Server
    The inbound files are saved on the application server under the logical path HR_DE_DIR_RPSPAYDE_KHSTAT.
  • Work Center (PC)
    The XML files are stored on your PC under the path specified in Home Directory.

The file name is composed as follows: EHKHST_<reporting year>_<reporting personnel area><reporting personnel subarea>_<timestamp of File Download>.xml

There are two possible settings in the group box Program Control:

  • Create Log
    If you select this checkbox, a detailed log is generated during the output. Otherwise the output only contains a summary of the statistics and any error or warning messages.
  • Real Delivery
    The field Real Delivery can be set in production systems only. If the field is empty, a test file is generated. Delivered test data is discarded after the recipient has performed the receiving and preliminary check.

The report log is divided into the following sections:

  • Details about Data Collection
    Here, for each hospital it is listed which data is written to the XML file and is thereby reported to the Federal or State Office of Statistics. For the person-related record types 3 and 4, the associated personnel number and name of the employee are also listed. This section is only displayed if the Create Log parameter was selected.
  • Files Generated
    All XML files that were generated are displayed here. You can use the Display XML pushbutton to display the content of an XML file. This section is only displayed if the Create Log parameter was selected.
  • Person-Specific Messages
    Person-specific errors and warnings are output in this section.
  • General Messages
    In this section, general information, error messages, and warning messages that are not related to a specific personnel case are displayed.
  • Statistics
    In this section, details about the number of personnel cases processed and files generated are displayed.
