Description

You can use program HR-CH import withholding tax tables(RPUQSTC2) to basically execute the following functions:

  • Import withholding tax scales

  • Import payment fees (only in T5C72. This table is read only for withholding tax based on payroll functions.)

  • Deletion of withholding tax scales; please pay particular attention to the requirements for any retroactive accounting to be performed, see below.

The program imports the withholding tax scales from the scale files that are made available on the Swiss Tax Administration (ESTV) website.

The data structure of the scale files downloaded from the Internet is the same as that of the former SECO disks. The program delimits existing scales automatically.

The program also uses the file to identify automatically for which canton and as of which key date the scales to be imported are valid. All existing scales of the canton are processed as follows, depending on their validity periods:

  • Start before key date, end before key date
No action is necessary.
  • Start before key date, end after key date
The scales are delimited automatically.
  • Start on key date, end after key date
The scales are only deleted when the user confirms.
  • Start after key date, end after key date

The scales are deleted.

Import payment fees

You can also import payment fees synchronously to the withholding tax scales. If you calculate the withholding tax based on personnel calculation rules, you must also adjust the payment fee manually as previously in the implementation guide for Payroll Switzerland > Tax > Withholding Tax based on Personnel Calculation Rules > Settlement of Payment Fee for Withholding Tax > Maintain Commission Amount.

Import median

You can also import the median synchronously to the withholding tax scales. The median can be imported with the cantonal scale files.

Delete withholding tax scales that are no longer required

Withholding tax scales that are no longer needed can be deleted with the report. To do so, choose the Delete old scales option. Specify the date up until which you want to delete the scales. All entries for before the date specified are then deleted in the scale tables. The remaining records are not delimited.
Before you delete withholding tax scales, make sure you do not need them anymore. Once you have deleted withholding tax scales up to a certain date, you can no longer run payroll before this date.

Prerequisites

In Customizing for Payroll: Switzerland (PY-CH), you have made the settings for Tax > Withholding Tax > Personnel Administration > Define Withholding Tax Table Structure.

Selection

Select the option seco under Pay scale names in system. The option Cantonal is obsolete.

Output

The report outputs statistics on entries that were imported and entries that were not.

This example shows scales for German cross-border employees as entries that were not imported. They are not displayed as separate scales in the SAP system, but are restricted by the maximum percentage in the Maintain Withholding Tax Calculation view. The normal withholding tax scale is used below these limits.

If required scales are included in the list of entries that were not imported, you must enter them in the Withholding Tax Table Structure view and run the report again (for these scales only).
