RUT_ACTIVATE_REF_STRU - Activate structures using REF TO DATA data element with empty REFTYPE

Purpose

The program activates structures using data elements of type REF TO DATA with missing REFTYPE. Only active structures are considered, i.e. revised and new ones are not activated.
