R_JR_BTCJOBS_CLEANUP - Clean up obsolete background jobs related to technical jobrepo

Purpose

R_JR_BTCJOBS_CLEANUP belongs to Technical Job Repostitory which was introduced with SAP S/4HANA. It is used by Technical Job definition SAP_JOBREPO_CLEANUP.

R_JR_BTCJOBS_CLEANUP performs the following activities:
It searches for released/scheduled Technical Jobs belonging to clients that do not exist any more. If it finds any such "orphaned" Technical Jobs, it deletes them.
It searches for released/scheduled Technical Jobs which exist for Job Definitions that do not exist any more. If it finds such Technical Jobs, it deletes them.
Since R_JR_BTCJOBS_CLEANUP works cross-client, it should be executed in client 000.
