/FRE/DB_DIF_DELTA_LOCGROUP - Update DIF delta records from location group changes

Functionality

Updates delta records if a location group used in DIF assignment is changed.

New location groups are not relevant for DIF (they cannot be assigned to a DIF yet). Deleted location groups are also not relevant, since a location group can only be deleted if it is not used in a DIF assignment. Only changed location groups are relevant for DIF delta update. A delta record must be created for all newly added or removed members of the location group and the DIF Occurrences that use the location group in their assignment.
