/FRE/DB_DIF_KPRM_CHECK - Check time series usage for DIF

Functionality

For a given time series (key figure parameter KPRM) and location, this function checks whether the time series is used as external DIF data. This function is used in time series delta handling.

Optionally, the function can return the time stamp up to which the last synchronization with FRP was done (from DIF delta handling).
