Functionality

This function takes a set of staging records as input and releases them. The staging records are passed on in the table parameter T_RELEASE. The status of the records after processing is updated in T_RELEASE. The import parameter I_LOCK_STAG_RECS determines whether the records in T_RELEASE must be locked prior to release. If they have to be locked, I_LOCK_STAG_RECS should be 'Y'.
