BAPI_ECMREQ_CREATE - Create Engineering Change Request

Functionality
This BAPI creates a change request.
- It checks that the change request does not yet exist.
- Then the change BAPI is called, which can both create and change.
This means that you only need to use this BAPI if you want to ensure that you are not changing an existing change request. Otherwise, use the change BAPI directly. For more information, see the documentation on the change BAPI.
