Functionality
This method can be used to create characteristic value combinations for the planning area that is defined for the planning book given. Note, that it is not possible to create characteristic value combinations for SNP planning areas.
The import parameter "CommitControl" currently has no meaning.
It should also be noted that executing this function module will automatically lead to a COMMIT or ROLLBACK WORK.

Notes
For the Auto Delete function, the entire planning area must first be initialized. That is, there must no longer be any data available.
