BARC_SET_LAYER_ATTRIB - Set layer attributes

This module is also available as form routine 'SET_LAYER_ATTRIB'. The customizing data must already have been read when calling the module, before the module is used.

If layer attributes are changed at a point in time when the customizing data has not been read, use the form routine SET_LAYER_ATTRIB_TO_TYPE.
