CLOI_STEUS_GET - get control keys for the log. system

This function module reads and initializes control key tables.

Afterwards, the control key tables can be read with this function

module without reading it from the database, as it is already in memory.

If 'logsys_to_init' is set the table TCLOI10 is read depending on the

logical system. For the settings in this table, the according control

keys from table T430 are read into table T_STEUS.

The table 't_steus' then can later be read without accessing the

database tables

The export field 'INITIALIZED_LOGSYS' returns, for which logical

system the table 'T_STEUS' is read.

'NO_ENTRY_FOR_LOGSYS' means, that the user did not enter an entry

in table TCLOI10 to do further selections for the control key.

The exception 'LOGSYS_NOT_INITIALIZED' is raised, if it is

tried to get the table 'T_STEUS' and the table was not read previously

for an logical system.
