CNACL_CHANGE_NET_ASSIGN - Chance the inherited ACLs for Network and activities

Functionality

This function module is called when the user changes the assignment of a network. This function module checks if the new assignment is possible in terms of ACL and is yes thn this function re organises the Inherited ACL records.
