CNV_MBT_ADM_CHECK_BEFORE_SYNC - Checks before destination synchronization starts

Functionality

Should be executed only in a remote system. Some checks expects that this function module is running in a remote system. For example we read the table cnvmbtactive where all active packages registered. The function module checks if there is an active package in this target. If we found an entry which should be the case in a remote system we throw an exception. If we would call the function module in the control system then the entry in the table cnvmbtactive would be correct but the function module would throw an error because it assums that it runs in a remote system.
