CNV_MBT_USR_INSERT_USER_PROJ - Inserts the recent user into table cnvmbtusrproj if new project is created

Functionality
With the import parameters project and user we create an entry in
table cnvmbtusrproj. This entry is used in the user management.
Exceptions:
NONEXISTENT_USER
User from import parameter not contained in table usr02.
WRONG_USER_FLAG
User flag is not 0 (means not locked)
USER_ALREADY_IN_PROJECT
User has already an entry with the combination project and user.
NONEXISTENT_PROJECT
Project from import parameter not contained in table cnvmbtproject.
