CNV_NCE_INITIALIZE - OBSOLETE: Create new NCE project identifier

Functionality

This function module must be called to start working with NCE. It creates a new NCE project identifier, saves it into CNV_NCE_ADMIN and returns it in a parameter EV_GUID.
