CONTROL_RECORD_GET_VALUE - Control record get value from key

Functionality

This function will return a single value area of a specified (attribute) key.

The value area is the BBP_CONTROL_RECORD-VALUE field.

Error: If a read of control_record takes place, and no records with

that key exist - raise not_found.
