* CHART number is always passed. It describes the chart to be sorted.
* CHANGE_FLAG means that changes relevant to sorting have occured.
* If [Yes|Kreuz] BED_GRU_PASS_CHG should have entries.
* If [No | ] BED_GRU_PASS_CHG may have entries.
* MUST_SORT_FLAG means must SORT.
*
* BED_GRU_PASS is entire BED_GRU and is not modified in this function.
* BED_GRU_PASS_CHG is only the changed entries from BED_GRU.
