DSVAS_APPL_GLOBAL_TABLE - Operations with Global Table of Sizing Elements

Functionality

Function module to work with a global table with sizing elements stored in the Service session.
-> Import parameter (it_elements) is filled AND global table is empty -> global table is filled by imported table.
-> global table is not empty AND import parameter is not filled -> globa ???
-> Import parameter (if_modified) is flagged AND global table is not empty -> Flag 'MODIFIED' of the sizing elements will be cleared.
