GET_FIELDSTATUS_FOR_GL_ACCT - Get field status of GL account

With this function, the system reads all necessary data to find the tax code for the required vendor/customer, depending on the SEI and the alternative reconciliation account. The jurisdiction code is filled with the value from T8JZ if JVA is active, or with 'M' if jurisdiction code is mandatory and JVA is not active.
