HRGPBS_OSP_OMP_APP_DAYS - Derive if a date is during the employee's MPP period

Functionality

This routine derives whether the date passed into the routine is after the start of the employee's MMP period.

If NO record exists at the date passed in then the day will be passed back as Non-qualifying.
