HR_CA_GET_REGISTRATION_NUMBER - PY-CA: Get Resgistration number portion of Business Number

Functionality

This function accepts Organisational Data and returns a single
Registration Number (RC - Federal, QC - Quebec) for the date provided.

The Federal Registration Number is 9 numeric characters in length.

The Quebec Tax ID Registration Number is 10 numeric characters.

The function uses the provided parameters to read the table T5KB3 to
retrieve user configured Registration Number values.
