LMBP_SWITCH_VALIDATE - Validate resource switch at both the source and destination steps

Functionality

This function, invoked when you switch tasks from one resource to another, does the following:

• Validates the resource number of the source or destination resource

• Checks whether there are any tasks with the status Started or Accepted assigned to the source resource
