LMON_ALERT_LALRT_READ - Read alert defined threshold from LALRT

Functionality

This function gets the alert configuration values for a given object class and site, or all of the values defined in table LALRT.

The configuration values in this table are defined for system alerts (site ****) and user alerts (sites 0001-9999) . When the input values are object class and site, the system values and any user-defined values are retrieved.
