LTBN_PND_BLOCK_UNBLOCK - Block or unblock pick and drop points

Functionality

This function is used to block a destination P&D, if it was changed to a new destination and the status of the task is "confirmed", or to unblock the source P&D if it was blocked, and the status of the task is "started" .

In the first case, a suitable reason code should be used.
