LTRS_RESOURCE_FOR_TASK_GET - Get resources capable of performing given tasks

Functionality

This function does the following:

• Retrieves from table LRSQA resources that can perform specified tasks.

• Checks that the statuses of the tasks are consistent with the statuses specified by the caller.
