MASTERIDOC_CREATE_SMD_VALSCALE - Create master IDoc for Value And Quota Scale from change documents

Functionality

This function reads the change pointers associated to the VALSCALE message type. The modified Value Scale data are sorted by Value Scale. Only the last change for a combination of the keys is kept (and entries that were first created and last deleted are ignored). The function finally builds a master IDoc for each different Value Scale referred to in the change.
