OIJC_GET_ALL_TICKET - OIL-TSW: Get all Tickets for the given nomination line item

Functionality
This function is used to find all the tickets for the given nomination line item. The function also fills an internal table and sets appropriate status of the ticket. A ticket can be one of the following states:
- Saved : The ticket has been saved without any checked.
- Validated : The ticket has been saved with checks after validation.
- Actualised : The ticket has been actualised.This ticket is validate, saved and has also updated the nomination information.
- Errors : The ticket exists with some errors which need to be corrected.

0 : Ticket exists for the corresponding line of the nomination.
1 : No Tickets exist for the corresponding line of the nomination.
2 : Unknown Error Occurred.
