OIJW_LB_CONTCT_SCHEDQTY - Check if contract quantity < scheduled quantity

Functionality

Get the document referenced in the nomination line item.

Get the document quantity and the total nomination reference quantity (Scheduled quantity)

If the scheduled quantity is less than document quantity, then chek the C_RC_VAILD as .X..
