OIJ_GET_NOM_FOR_VEHS - Get Nominations for a list of vehicles

Functionality

This function module retrieves a list of nominations (both header and items) for a list of vehicles for a specified time range.

The nomination header status should NOT be "Closed" and the nomination item status should NOT be "Rejected" or "Complete".

If there are any tickets associated with a nomination line item, this function module retrieves them.

For both the nomination header and items, this function module fetches all entries which are not deleted.
