OIRE_INSERT_RECON_DATA_TO_DB - Inserts the recon data to the data base

Functionality

This function is called from function 'OIRE_INSERT_RECON_PREPARE' and stores the incoming reconciliation data to the database.

If an error occurs during insert an 'A' message is triggered.
