Functionality

This module reads the dummy change number from the table and, if necessary, creates a change number (if one does not yet exist).

(Dummy change numbers are required to create change statuses with and without a change number. This restriction originates from iPPE, which can only process one status without a change number, or several change statuses, each with a change number.)
