RSEC_GET_AUTHS - Returns List of Authorization Names

Functionality
Returns the available analysis authorizations.
Standard authorizations are not listed.
If required, only those authorizations granted for user I_USERNAME are returned. A check is then made for characteristic 0TCTAUTH and the (technical) authorization names permitted for the executing user. If this user is not authorized for any 0TCTAUTH values, or the characteristic does not occur in an authorization, exception NOTHING_FOUND is returned.
The following combinations are possible for the call:

Notes
If I_USERNAME is not specified, but an authorization check is required (I_AUTHCHECK = rs_c_true), exception INVALID_PARAMS is set.
If the output list is empty, one of the two exceptions is raised.
