SMOE_CRITS_DEL - Delete crits from table SMOHCRITS, SMOHVALUES

Functionality
Deletes the records given by table IO_SMOHCRITS logically (DELETED='1') on the database. Records can be deleted with the help of all fields in structure IO_SMOHCRITS which are supported by function module 'SMOE_CRITS_SEL'.
- The records will be deleted cascadic, this means that for all SMOHCRITS-records which will be deleted the corresponding records in SMOHVALUES will be deleted also.
- System information fields ACCDATE, ACCTIME, TR_USER and DELETED are filled automatically
- An equeue object for the records which should be deleted is generated only if I_CHECKLOCK='T'.
- The records are deleted logically
