Here's an excerpt from note 162991. I think it applies directly to
your question.

All time stamps of the program source codes and program loads are
reset. Consequently, every program is regenerated when using it the
next time. In addition, all programs which are noted in the file
pxastat (DIR_HOME)are generated by TOUCHALL.That is, all programs,
which were loaded in the PXA during the last R/3 run (time before the
last restart) and which were also used.The number of programs is
limited to 1000.


TOUCHALL is a long-running transaction and should be started as a
background job. After executing TOUCHALL,all application servers must
be booted to remove the outdated program loads from all program
buffers. Since many programs are generated again when using them for
the first time, performance problems are expected at the
beginning.

So, one possibility is to edit PXASTAT in the DIR_HOME directory so
it includes your top 1000 programs. Then, schedule TOUCHALL after
each re-start of your system. In the old days, 70% of PXASTAT used
to be loaded when the system restarted. I think that this still is
the case, so make sure that your top used programs are one of the
first in the PXASTAT file.
