Disable Dialog User Logon
Hey Jim.We do something similar to your solution. I do have an ABAP pgm that can
lock users and lock by a particular GRoup also.
P.S. SEQUEL isn't too bad as long as you are not tryingto update a 4
million record count file ... and if you have a good backup.

There is a field on USR02--UFLAG, I believe. It typically has 1 of 3
values:
0 - normal, not locked
64 - locked
128 - locked
I can never remember 64 vs. 128--one means the user locked it because of
invalid signons; the other means it was locked by system administrator.
To lock users, we set the value of UFLAG to 192 for anything at 0, which is
the combination of the two. To unlock them, we set anything at 192 back to
0. That helps us tell the differnce between what was locked by an
administrator and what we locked just during the maintenance, so we don't
accidentally unlock something that we shouldn't.
Don't tell anybody, but we just use SEQUEL at the OS level.

Then run the same program to enable the profiles again
