Limiting user submission to Batch

You can reserve one or more batch processes for CLASS A jobs, so the batch
process will always available for your regular jobs. The other way is to
educate the user to submit background job at night time if they are not time
critical. You can shift operation mode to increase the number of batch
processes at night time.
