Daylight Savings Time

Let me try this one more time. When you "enable" time zone processing
(by adding a record to TTZCU), you also have to config the Month, day
and occurrence of the start of daylight savings and the end of
daylight savings. The default for the end of Daylight Savings is the
first Sunday in October, which sounds about when your problem
started. In config (at least in 40B), got to Cross-Application
Components to General Application Functions to Time Zones to Maintain
Time Zones. Check your Time zone activation. If there isn't anything
there, I'm barking up the wrong tree. If there is something there,
roll down to the option for Variable Summer Time rules - ST rule for
USASTD (US standard). The default (again for 40B) is month 10, day 1,
occurrence 1. If you want the 28th, change occurrence to 4 (4th
Sunday of the month).
