Yes, silly is the only explanation.We also do Stop at x-2 and start at x+62. No problem.

sap note 7417 says 2 hours for some silly reason.....1 hr 5 mins
normally works fine.

As of now, I do not know that SAP has changed this recommendation.
Even in our hospital we have to StopSAP for one hour to prevent
SAP from getting time-mad.
Fortunately this deep night hour is no problem for the hospital,
we do that since production start in 1999...

We have been told that we need to stop our SAP instance at 1:00 am this
Sunday morning, set the AS/400 time back one hour, and then wait for one
hour and one minute before restarting SAP.
Does anyone have an alternative solution to this plan? The one hour of
downtime will cause us issues and I only want to do it if there are no
alternatives.
