Maximum number of permitted terminal connections reached

We are now getting "Maximum number of permitted terminal connections reached
(200)" on our PRD box. OSS note #22099 talks about an parm adjustment to
fix it. We are a small SAP shop with 25 to 45 users on at any given time.
Very little happens after business hours, and this happened over this past
weekend. My question is why all of a sudden did this happen? We have use
the default value of 200 for 3+ years with NEVER a problem with this error.
Any incite?

We are running 46b on a 9406-730. support packs are at #24, and kernel is
540. We plan a kernel upgrade within the next 2 weeks. We are running ITS
46b.
