what you are describing there with 6.10 GUI sounds really like an error.
Please open a ticket on this in order to get it resolved.

We are running both 4.6D GUI's and 610 GUI's. All the 610 GUI's are
on Windows/XP stations. We have a ABAP program which uses function
module "GUI_CREATE_DIRECTORY" to create a directory on the PC, it
then writes files out to it. Under 4.6D it works fine BUT 610 on
Windows/XP it fails. This problem occurs for sure at patch level 18.
I have installed the latest patch level 26 and still have the
problem. I doubt this is a Windows problem.

If we use SE37 and manualy execute GUI_CREATE_DIRECTORY it will fail
the first time for the given directory, if we execute again without
changing anything it works and the directory is created.

There is a OSS note (391521) which talks about this function being
removed in 610, not sure if this is SAP 610 or GUI 610. I have a open
OSS problem for this.

Does anyone know of this problem or have another way to create a
directory and write to it? If anyone else is running GUI 610, can you
try running this function via SE37 and see if it works? It is a
harmless function, only creates a directory.

Any help would be appreciated.
