SAP system log shows 'Storage limit exceeded for ASP 2'

We get into this situation quite often. Whenever we perform a client
copy or delete we can not keep up with deleting the journals and they
overflow into ASP 1. Unfortunatly when you finally delete all the
recievers the overflow still exists and the only way we can correct
it is to perform a attended IPL...simple to do but a pain since you
have to sit and watch the box IPL and answer a few questions.
