SCOT translation email spitting out garbage

Hi Volker,
I don't know how to tell if it's EBCDIC v. ASCII, nor about the CCSID.

What I mean by "garbage", is that the characters look like:

Which looks like it could be an EBCDIC v. ASCII problem. However, I
do not know how to get about fixing it...
