MCH1212 - while trying to release a change Request - SE09
This error is only happening on 1 of our ABAPers - we've gotten around
it by changing the owner of the change request and released it without
issue.
SAP has not looked at my OSS message that I entered last Thursday.
I've searched OSS - gut feeling this is something unusual in the kernel.

As far as I can see, it occurs in this fragment:
LV_PERCENTAGE = GS_PRID-MIN + IV_PERCENTAGE *
( ( GS_PRID-MAX - GS_PRID-MIN ) / 100 ).
I don't know whether progress reporting can be turned off. Maybe if you
release from a batch job?
Anyway, I'd look for OSS-notes of type "program error" in the area
BC-CTS-TLS* - OSS-notes that are not contained in the hot-packages you
have implemented.
