Hi,may it be possible, that the trans-directory is remote here ?
What your TCPIP-Settings ?
CHGTCPA TCPRCVBUF(2097152) TCPSNDBUF(2097152) or just 8KB?
How may CPUs do you have in the LPAR ?

I wonder since the iSeries resources isn't used, see the below print
of WRKSYSSTS while SPAM is DISASSAMBLING support packages:
