Here's an answer you may just like.It doesn't matter. 🙂
When you install and use WAS, it communicates with other R/3 systems using
standard interfaces. Usually, through things like BAPI/BADI calls, remote
function calls, etc. The cool thing about this is that the code page
translation with RFC (which includes BADI/BAPI) is performed on the target
system. S00000, the platform, database, code page, phase of the moon doesn't
really matter.
Personally, I would install the WAS 6.20 or the new WAS 6.30. They can sit on
the same server as my EBCDIC or ASCII or UNICODE based R/3 system and they have
even more functionality.

We have SAP 4.6C on V5R1. We do not have the ASCII kernel, we are
still EBCDIC. It sounds like version 610 is still EBCDIC, Can we
still order/install just the Web Application Server 610? Will it work
against our existing SAP 4.6C? Or so we need to have the SAP
Enterprise System? What platforms will work in our environment,
Win2000, Lynix??
