4.6B to 4.6C upgrade problem at step DIFFEXPGEN

I am trying to upgrade our development 4.6B system to 4.6C and the upgrade
keeps failing at the DIFFEXPGEN step with an initial error of "1AETW019 No
memory for space allocation left ("-1813005184")". We recently completed a
successful upgrade of our sandbox system to 4.6C which is on the same AS/400
so don't know what may have changed. I compared instance parameters and
both systems look the same. At this point any advice would be greatly
appreciated as I can't proceed any further until this is corrected.
