11739 - stopsap does not complete - problem solved.

stopsap does not complete - problem solved.

This turned out to be caused by locks from an icomplete backup job,
which had *MSGW.
So this was a lock issue.
Cancelling the backup job, immediately released the locks so the wp's
could end.
