12607 - Number range for transports?

Number range for transports?

The next transport number is kept in file E070L. We usually change it after
a refresh so we know whether a transport was created before or after the
refresh by the transport number. It also holds the next project number if
you assign transport requests to projects.

I just use dfu to change the number before I bring the instance up.
