BASIS Support package failed
Hello Matt,Have you tried to push the transport from OS level?
Here is a procedure from an OSS message I opened before. Hope it helps.

When you apply the support packages or SPAM update on SAP, it might happen that
the support package doesn't finish normally. If you cannot restart it in Tcode
SPAM, or worse, nobody can logon the system, you have to push the support
package on the OS level.
1. Logon with <SID>OFR or <sid>adm
2. Change to the transport directory
3. Execute the tp program with the following parameters
tp r3i <request> <SID> pf=<Name incl. Path to the transport profile>
tag=spam -Dclientcascade=yes -Drepeatonerror=8
(for example, tp r3i SAPKB46C41 T01 pf=/usr/sap/trans/TP_DOMAIN_P01.PFL
tag=spam -Dclientcascade=yes -Drepeatonerror=8)
After it is finished normally, you should be able to logon, call Tcode SPAM, and
continue with the support package.

Hi
We were loading BASIS support packs SAPKB46c25-30 on our 4.6c system
The load failed and now we cant restart the SPAM load. We get this
message.
- Error in phase: IMPORT_PROPER
- Reason for error: TP_CANNOT_CONNECT_SYSTEM
- Return code: 0232
- Error message: connect failed
We have a lot of the BASIS programs (like SU01 & SM04) that will not
run. We opened a message with SAP. Of course when we did this on DEV
& QAS we had no problems !
Any thoughts ?
