Invalid program name on DECLARE PROGRAM statement

Message Long Text :

Cause . . . . . : A syntax error was found in the statement. A DECLARE PROGRAM statement was entered, but the name following DECLARE PROGRAM is not a valid program name.
Recovery . . . : If program or library are specified, name can be any valid BASIC name, otherwise name must follow naming rules.
